I have discussed "B" of Mr. J.H. Thompsons minute of the 26th of June with Mr. Peck. A greater latɣitude is allowed in the case of provisional appointments to the Legislative Council as compared with provisional appointments to the Executive Council and it is in order therefore for the four official and six unofficial members mentioned in (29) to be so appointed. The policy that should

govern such appointments is, however, clearly stated in (10) ̊ and

as, no doubt, Mr.

Lloyd will wish

to make some acknowledgement of (30), that opportunity might be taken to draw the attention of the Governor to it.
